How the Livingston Parish EOC Strengthened Emergency Preparedness

When disaster strikes, there is no time to troubleshoot technology or scramble for communication. That is why Chris Anderson, Director of the Livingston Parish Office of Homeland Security and Emergency Preparedness (LOHSEP), made modernization his top priority from the moment he stepped into the role. His goal was to transform the parish’s Emergency Operations Center (EOC) into a fully connected, technology-driven command hub ready for any crisis.


Livingston Parish’s mission is to protect lives, property, and infrastructure through preparedness, prevention, response, and recovery. True preparedness begins before a storm arrives. For Anderson, that meant upgrading the outdated facility, which previously consisted of a few cubicles, whiteboards, and small television screens, into a state-of-the-art operations center capable of coordinating local, parish, state, and federal agencies in real time.


Choosing the Right Technology Partner for Emergency Operations

After researching state contract vendors, Anderson selected Link Integration, a Louisiana-based technology integration firm. “I started searching who was on state contract and could service locally,” he explained. “Link Integration came highly recommended from others in emergency management. They were local, responsive, and had the technical expertise we needed.”


Working alongside Link Integration, Anderson and his team implemented a system that placed all critical information front and center. Multiple display panels now showcase live feeds from WebEOC, the statewide crisis management portal, along with radar maps, traffic cameras, and local news. Every request, whether for sandbags or an emergency rescue, appears instantly on the wall for the entire room to see. There are no more handwritten notes or missed phone calls, only instant communication and coordination.


Improving Communication and Coordination During Disasters

The upgraded EOC is supported by both generator power and Starlink satellite Internet to ensure communication continuity even when traditional networks fail. Hundreds of radios were distributed to public servants across the parish, including law enforcement officers, firefighters, public works employees, and school officials. Each department is now tied into the same communication network. Heavy equipment, such as excavators and service vehicles, is GPS-tracked, giving command center staff a live view of operations across the parish.


“Everyone in the room can see everything,” Anderson said. “If a request comes in, the right department acts immediately. That saves critical time during an emergency.”


Building Confidence Through Technology and Daily Readiness

The Livingston Parish EOC now serves as an example of how technology can improve coordination and save lives. For Anderson, it is also a source of confidence. “We use it every day. We are ready every day. That is what gives me peace of mind.”
